I agree that a law against baggy pants may not be the best solution, but as one who rides the bus with the baggy-pants folks from Gardena and surrounding areas, I can say without hesitation that I am tired of the exposed underpants. I will also say that I am hesitant to say anything to the individuals, as doing so may stir up more trouble than I am willing or able to handle. On the other hand when a bus driver or elder on the bus tells them to pull up their pants, I am pleased.
