Art just pops up everywhere this time of year

Near the end of each term, art projects (I think) turn up on our campus. I saw these this morning on my way in. In the back is a canvas that says, "Keep calm and carry on." In the foreground are bottles suspended from a tree. Not sure what's in them. Looks like notes.
