Genesis 48:1-49:33 ~ Matthew 15:29-16:12 ~ Psalm 20:1-9 ~ Proverbs 4:20-27
This is one of those passages that has reams of paper written about it. Personally, I lean towards, "until he comes to whom it belongs" (which is, oddly, NIV... I don't normally prefer the NIV...was that PC enough? Oh, I also like the HCSB translation of this verse) because it fits the "end times" nature of Israel's blessings upon his sons (see Genesis 49:1) and the rest of the blessing on Judah, which certainly seems to apply to the Messiah. Here are a few translation options:
Genesis 49:10
ESV
The scepter shall not depart from Judah,
nor the ruler's staff from between his feet,
until tribute comes to him;
and to him shall be the obedience of the peoples.
NIV
The scepter will not depart from Judah,
nor the ruler's staff from between his feet,
until he comes to whom it belongs
and the obedience of the nations is his.
NASB
The scepter shall not depart from Judah,
Nor the ruler's staff from between his feet,
Until Shiloh comes,
And to him shall be the obedience of the peoples.
NKJV
The scepter shall not depart from Judah,
Nor a lawgiver from between his feet,
Until Shiloh comes;
And to Him shall be the obedience of the people.
HCSB
The scepter will not depart from Judah,
or the staff from between his feet,
until He whose right it is comes
and the obedience of the peoples belongs to Him.
