Each learning community has the responsibility to determine, through analysis and discourse, how much of an incoming signal is real and how much of the real gets in.
Before entering the learning system, the signal is free of the learners'/learning community's biases (though the biases of others may be present). Within the learning system, adjustment can occur between bias-grounded extremes in order to arrive at something closer to the truth. Declared conclusions are thus grounded in analysis by the learners and the character of the learners. Analysis discerns signal from noise. Character approaches the signal with due seriousness and aims for permanence.
